Childcare regs announced - what do you make of them?

What a mixed bag! Reading though NW staff's articles on this there appear to be some really sensible changes (such as allowing childminders to temporarily have more than the ratio of children of a particular ages, as they take on new children or existing children get older) and idiotic ones like QTS equivalence for EY teachers, but not the actual status itself. How does that work?
Other European countries appear to be going in the opposite direction to the UK on ratios... and Local Authorities' role in supporting quality improvement also appears to be in danger.
This is all over the media this morning - I'm interested to know what others 'at the sharp end' think of the announcements.

The proposal to have Early Years Teachers without QTS seems like a ploy to get teachers on the cheap. Only teachers who hold QTS are entitled to be paid as qualified teachers by schools in the state sector, which means that schools will be able to pay the new Early Years Teachers whatever they like due to them not having QTS. It's interesting to note that anyone embarking on the Early Years Teacher training courses will still have to pass the same tests as trainee teachers enrolling on courses which lead to QTS.
