Parent child minding exchange?

I've a friend in Czech Republic, she's a mother of two toddlers. She's a very able mother but is overwhelmed by the both of them and rarely gets sleep. Its reached a point she's getting quite depressed from sleep deprivation. State childcare facilities have long waiting lists and private care is too expensive. Her support is limited and obviously insufficient for her needs (one of her kids is very challenging). How do people in the UK manage in such situations? Is there such thing as exchanges for parents to meet up and maybe organise taking turns to mind each other's kids? I really want to help her but I live several hundred miles away! Thank you for any advice.
