Lunch Break Dilemma

I have been asked advice from a friend who works in a nursery which is part of a big chain. She has to do the open to close shift on a four day rota system. They recently introduced this as there was difficulty having staff at the beginning and end of the day. Her management want to send her on early lunches eg 11.00-12.00 when she finishes at 6.30. She has no tea breaks. I am under the impression this isnt legal, as she is then working 6 and a half hours with no break, am I correct?
