I managed a Sure Start Nursery and had to beg and justify the need before I could spend anything. I was once asked why we needed more sand, and when I said because it goes on the floor I was asked why does it go on the floor??!!!!!! So no I doubt very much that things would be different if you didnt work in a private nursery!!!
