Mr Producer,

 How about doing a programme on how GOOD private day nurseries are.....  but I suppose that's not what you are looking for.  Try contacting Nursery World and go and look at the nurseries that win awards ....

There are plentry of excellent nurseries out there and the ones that are poor are being driven out.  Unfortunately, many staff just don't understand what goes into running a nursery and although Management is very important, it is the staff who make all the difference to the children in their care.
